you can search through their literary works and find no praise for clean officials, and there is no word for clean official in English.
Because in the Western understanding, the people are taxpayers, and the people support the government; these two are in an employment relationship.
The people hire you, grant you power, ultimately to enable themselves to live better lives.
If we compare the country to a company, the people are the shareholders, and the CEO is the official. If an official reaches out to take anything beyond the contract, that is a crime. Therefore, a clean official is seen as necessary by Westerners; a clean official is merely the passing mark. If one does not pass, one is unworthy of being an official.
For example, if you pay for a nanny, sign a contract, and have them responsible for the cleanliness of your home, they should not privately take your personal belongings or seize your property. This is fundamentally the basic requirement of the job, so you would not praise them for being diligent and not making mistakes; that is their obligation.
However, in the Eastern mindset, due to the traditional official-centric ideology, most people feel that being an official places them above others.
